Wydawało się (mnie również), że Polska przesypia rewolucję w Afryce Północnej. Jest jednak inaczej. Szykuje się bardzo ambitne przedsięwzięcie, które, być może, historycy określą kiedyś "planem Sikorskiego". Jego zręby ujawnił na łamach "International Herald Tribune" sam minister.
Otóż Polska, trzymając się z boku konfliktu w Libii, zbiera siły, aby pomóc Arabom budować demokrację. Może to się zdarzyć już podczas polskiej prezydencji. Wtedy, choć administracja Catherine Ashton, reaguje powoli, Polska ruszy do przodu. Co ma być naszą specjalnością? Minister Sikorski skromnie wymienia tylko dwie dziedziny.
Po pierwsze, chce pomóc krajom arabskim układać stosunki z religią. Powołuje się przy tym na polskie doświadczenie obecności Kościoła katolickiego w życiu publicznym. Nie wspomina co prawda o komisji majątkowej, ale przecież nie można tak od razu zdradzić wszystkich sekretów.
Co dalej?
Polska pomoże też krajom arabskim jak postępować z byłymi partiami, które utraciły władzę. Nauczy organizować wybory i, co być może najważniejsze, poinstruuje, co robić z aparatem bezpieczeństwa upadłych reżimów. Być może plan ten, tak ogólnie zarysowany, uzupełniony zostanie o wskazania dotyczące prywatyzacji, lustracji i polityki historycznej. Wtedy dopiero będzie można mówić, że "plan Sikorskiego" jest kompletny.
Pozostaje też nadzieja, że kraje, którym zostanie zaaplikowany, szybko się zorientują, w jakie maliny zostały wprowadzone.
PS. Minister udzielił wywiadu Judy Dempsey. Judy zna Polskę jak mało kto, nie musi więc silić się na ironię. Wystarczy, że cytuje ministra dosłownie.

Poland is taking the initiative
It seemed that (to me as well) that Poland is very passive when it comes to the revolution in Africa. Turns out it’s quite different. There’s a very ambitious plan cooking up, which might one day be described by the historians as "Sikorski’s plan". The outline of this plan was revealed in the International Herald Tribune by the minister Sikorski himself.
Apparently, Poland is staying out of direct contact with the conflict in Libya is indeed gathering energy and resources to help build a real democracy. That could even happen during the Polish presidency. Then, despite the slowness of Catherine Ashton’s administration, Poland will get its shot. What would be our specialty? Minister Sikorski humbly listed two things.
First of all, he wants to help the Arabic nations sort out their relations with religion. He’s calling upon the Polish expertise in maintaining presence of Catholic church in the public life. He doesn’t, however, mention the results of Committee for Catholic church claims, but you can’t give all your secrets away so easily, all at once.
What’s next?
Poland will also help the Arabic countries handle the parties previously in power, which have lost their shot at ruling. It will teach how to organize elections, and what’s perhaps even more important, will instruct what to do with the security apparatus of the fallen regimens. Possibly, this plan, so roughly outlined, will be detailed with directions regarding privatization,secret police filesinspection and political history. It is only then that the "Sikorski’s plan" will be complete.
There’s still hope that the countries that will become the playground for this plan, will quickly realize how badly they just got tricked.
PS. The minister was interviewed by Judy Dempsey. Judy knows Poland far better than many others, so she doesn’t even have to force herself to add irony to the situation. She’s simply literally quoting minister Sikorski.
